ABSTRACT

This study aims to structure the social functions of public libraries in Korea through an exploratory approach. Drawing on international standards, policy documents, and prior studies, 154 raw codes were derived and refined into 48 integrated codes, which were organized into 28 preliminary indicators across five categories. Focus group interviews with public librarians were conducted to explore the appropriateness, clarity, and applicability of the framework, leading to a final structure consisting of five categories and 22 indicators. This study contributes by conceptualizing public library social functions as process-oriented constructs and presenting a structured indicator framework, while further empirical validation is required in future research.
