AB - This study proposes policy tasks and a phased implementation strategy for integrating metropolitan-level library information systems, using Gyeongsangnam-do as a case. Although the province has the third largest number of public libraries in Korea, disparities in information access persist, owing to the dual administrative structure of local governments and the Office of Education, uneven system development across municipalities, and varying participation in national library services by library type. Through a literature and status review, domestic case analysis, and expert consultation, the study identified policy tasks and an implementation direction suited to the region. It proposes a role-sharing framework across the national government, the metropolitan representative library, local governments, and the Office of Education, together with a cloud-based operating model and a four-phase roadmap: platform integration, expansion to public and small libraries, integration with the Office of Education library system, and full-scale regional integration. Legal, institutional, administrative, and financial measures for sustainable operation are also proposed. The study contributes by integrating policy, technical, and administrative considerations into a single implementation strategy for metropolitan governments whose library operating entities are diversified.
