AB - This study empirically analyzes the legislative changes and operational status of the assistant librarian qualification system in Korea. Relevant legislation from the enactment of the Libraries Act in 1963 to the 2026 amendment to its Enforcement Decree and librarian qualification statistics from 1966 to 2025 provided by the Korean Library Association were analyzed. The three qualification pathways established in 1987 have remained substantively unchanged for approximately 40 years, although the 2026 amendment unified only the career requirement for promotion. In practice, assistant librarian certificates have steadily declined as the qualification structure has shifted toward second-class librarian certificates. Within the assistant librarian qualification system, the junior college route has declined, whereas the designated educational institution route has expanded substantially. These findings reveal a persistent gap between the legislative framework and its implementation of the system and provide empirical evidence for future research and policy discussions on Korea’s assistant librarian qualification system.
