ABSTRACT

Despite the abundance of research on regulatory reforms of Korea, little effort of the Science and Technology (S&T) field has been accumulated. This article thus attempts to measure regulatory burden of the registered regulations under the Ministry of Science, ICT and Future Planning during 1960 and 2012, by employing the analytical framework of regulation cost management of the Korean government (‘cost in, cost out’). Further, the regression analysis results show that various factors affected the level of the regulatory burden. The regulatory burden index which this article first calculated may contribute to evidence-based regulation policy decision-making in regulatory reforms of Korea.
