ABSTRACT

This year, the Ministry of SMEs and Startups announced the introduction of the “Consolidated Support System on SMEs.” However, there is still a lack of conceptualization on the meaning of “consolidated support” in practice, and there is also a lack of in-depth discussion of integrated governance for unifying policy implementation systems in the academic field. This study tries to set a definition of consolidated support by examining the unification of the policy delivery system in the social welfare field, which has similar aspects to service delivery for supporting SMEs. This study then reviews cases of the integration and enforcement of the SME support policies of the UK, China, Japan, and Australia. By examining the cases of other countries, the study draws implications for Korea.
