AB - This study ethnographically examines how a migrant-initiated community space is formed and what social functions it performs. Drawing on participant observation and in-depth interviews with the Golden Light Rays Myanmar Community in Gimhae, South Korea, it shows that the community’s tripartite space—office, shelter, and library—performs multilayered functions: religious practice, learning of Korean society, culture, and labor rights, circulation of everyday information, and transnational solidarity with the homeland. Combining the literatures on diaspora, transnationalism, and long-distance nationalism with the capability approach, the study proposes the concept of transnational collective capabilities, whereby collective capabilities formed in the place of settlement flow back to expand the capabilities of those in the country of origin.
Since the 2021 military coup foreclosed the possibility of return, the community has been transforming from a temporary safety net for circular migrants into a sustained social infrastructure supporting long-term settlers. On this basis, the study proposes policies that dismantle the clusters of disadvantage and that formalize migrant-led spaces as hubs for strengthening settlement capabilities, arguing for a paradigm shift in migration policy from “cleansing” to “coexistence”.
