ABSTRACT

This study proposes a Sindok-based migration and multicultural governance model that embeds policymakers’ ethical self-reflection throughout the entire policy process and presents a normative framework for migration and multicultural governance in the era of digital transformation. Drawing on Dasan Jeong Yak-yong’s concepts of Sindok(self-reflective integrity), Seo (empathetic understanding), and Chuseo(ethical extension into practice), and integrating them with Sen's Capability Approach, the study constructs the theoretical foundation of the proposed governance model. The findings indicate that Sindok functions as a normative principle of ethical reflection and public accountability, whereas Seo and Chuseo operate as relational principles that recognize migrants as active agents while respecting their capabilities and lived experiences. Based on these principles, the study develops a cyclical governance model that integrates policy planning, design, implementation, evaluation, and feedback. Rather than emphasizing technological efficiency alone, the proposed model highlights the ethical responsibilities of policymakers and participatory governance as essential conditions for human-centered digital governance. This study contributes a normative framework that bridges Dasan's practical philosophy with contemporary migration and multicultural governance in the age of digital transformation.
