ABSTRACT

This study proposes an integrated pedagogical framework for peace, unification, and democratic citizenship education on the Korean Peninsula by synthesizing David Bohm’s *dialogue theory* and Brenda Morrison’s *whole-school restorative justice model*. Whereas traditional unification education has focused on normative or knowledge-based approaches, this study emphasizes strengthening civic competencies to mediate social conflicts. Bohm’s dialogue theory—centered on the suspension of judgment, revealing tacit assumptions, and creating shared meaning—cultivates democratic dialogue skills, while Morrison’s model—featuring responsive regulation and restorative processes—fosters collective democratic resilience within school communities. Integrating these approaches, the paper presents a practical instructional design applicable across classrooms, schools, and communities. Ultimately, it reframes peace, unification, and citizenship education as an integrated practice that promotes learning ‘peace as a process’ rather than pursuing ‘unification as an end.’
