ABSTRACT

This study closely examines the process of urban regeneration through culture and the arts in Pohang, with the aim of identifying the key conditions required for the city to reach a more sustainable and successful stage of regeneration. To this end, the paper first draws on successful cases of European cultural cities, extracting their major success factors and comparatively applying them to Pohang’s urban regeneration process in order to evaluate its urban policy. At the same time, the study situates Pohang within the context of Korea’s state-led, compressed economic growth, recognizing it as an industrial city shaped by distinctive political and economic conditions. It analytically assesses how such a city, while broadly following the trajectories of urban regeneration observed in European industrial cities, has also developed its own distinctive cultural regeneration projects. In practice, Pohang has pursued new pathways of cultural urban regeneration by developing regional cultural content and fostering cultural industries based on the convergence of technology and the arts. By examining the case of Pohang, this study offers implications for the many Korean industrial cities that are likely to face the ongoing issue of regional decline, suggesting possible directions and key points of discussion for cities seeking their own models of urban regeneration through culture and the arts.
