ABSTRACT

This paper examined influencing factors of citizen's perception of social safety and risks with a focus on regional governments. For this we built 48 panel data sets based on 16 regional government for 3 years. As influencing factors we proposed economic, social, managerial factors based on pervious research. We found out that income level of household influenced positively on the perception of social safety and negatively on that of social risk. And unemployment ratio and population of female in a region influenced positively on the perception of social risk. Because the effects of budget for social safety of a regional government showed competing results, we need further study on the influence of budget for social safety on the perception of social risk and safety. As control variable, political factor which is relationship crisis of north korea influenced negatively on the perception of social safety. Based on this exploratory study we need to propose more elaborative model to measure influencing factors of citizen's perception of social risk and safety.
