AB - The hostage negotiation has been considered as different as the other kind of terrorism. Because, compared to other activities such as bombing, assassination, the harmful effects of the hostage situation by terrorists can be reduced according to the preparedness of a government. The plan against hostage situation and the expert hostage negotiator seem critical after the analysis of two international hostage situations in Russia. In 2002, Moscow theater, and in 2004, Beslan school hostage incidents showed the government's critical roles againt the international hostage situations. Two incidents was analysed through the criteria like negotiable and non-negotiable aspects. The case analysis of two Russian international hostage incidents provides the following suggestions. The commanding center which can controls all the government resources is necessary for coordinated response against the international hostage incidents. The well-established communication between the hostage takers and the commanding center can enhance the peaceful resolution. The communication to the hostage takers must reach through the commanding center on the scene to avoid inconsistency. The flexible policy against demands of hostage takers is required, quite different to crisis negotiation. The ransom, the release of political prisoners, etc. might be negotiable in case of international hostage situation. Finally, the only expert negotiators must negotiate with the terrorists. The politicians, journalists, and the religious people can make the situation worse. In conclusion, the government well preparedness can reduce the disaster of international hostage incidents.
