ABSTRACT

The purpose of this study is to invigorate 3D Cadastral Information Service(CIS) as a social service in the field of disaster management through the research and examination about the objects of Spatial Information Open Platform(SIOP) and 3D CIS. To achieve the research objective, the research range was limited to SIOP and 3D CIS which was able to be applied in the field of disaster management. Survey was carried on through collecting the secondary research data by literature reviews and descriptive and systematic approaches were applied concurrently. Conclusion of the study is as follow: First, the 3D CIS and framework were reviewed in term of the definition of 3D CIS, a social service, advanced research, and a framework. Second, according to the framework, the current state and limit of 3D CIS were conducted through types of 3D CIS, spatial information service institutes and its use state in the field of disaster management, and foreign 3D cadastral informations and its limits. Third, the activation of 3D CIS as a social service in the field of disaster management was referred to a pointing spot of 3D CIS, gradual expansion of the object, and legal and institutional improvement directions for it.
