This study tried to discuss the redistribution of firefighting works among central government and local governments according to the changes in firefighting environments. Conclusively, current firefighting related laws and regulations are being operated based on the notion that firefighting works are directly related to safety of citizens. Dual system such as central government presents various safety related standards and local governments execute them is in place. However, there are many cases that the provisions of laws and regulations are not concrete and there can be some differences in actual execution by local governments. Thus, it is difficult to secure the same standards throughout the nation. Therefore we may need a comprehensive standards and government driven execution system. We need to consider the establishment of national office for various safety related plans that should be established or performed throughout the nation based on the nation‐wide office or similar sized office standards.

The study has been performed by the planning of compensation range according to Comp Study of Australia related with Military Diseases. The purpose of the study is to provide the basic data to the medical compensation policy which concern military Diseases. The major result of the research were as follows; First, The infection and parasite system diseases of the military Diseases of Austrailia was total twenty-seven Diseases. In concrete, adrenal insufficiency, chicken pox, hepatitis A,B,C,D,E, herpes simplex, influenza, malaria, smallpox, tinea of skin, tuberculosis etc. Second, The endocrine system diseases of the military Diseases of Austrailia was ten Diseases including Cushing syndrome, diabetes mellitus, gout, systemic lupus erythematosis, hypopituitarism, morbid obesity. Third, The respiratory system diseases of the military Diseases of Austrailia was nine Diseases including alveolitis, asbestosis, asthma, bronchiectasis, chronic bronchitis and emphysema, pulmonary barotrauma. Fourth, The urinary system diseases of the military Diseases of Austrailia was nine Diseases including benign prostatic hyperplasia, endometriosis, impotence, glomerulonephritis, nephrolithiasis.

This article aims to develop policy change model by discover the patterns of policy changes after Major Conflagration Events though describe the variance of the policy change after focusing events. This study analyzes cases of policy change and policy learning, on what difference has been made on a policy decision and policy alternatives after Major Conflagration Events. It explains the dynamic process of policy change after several disasters just like Significant Fire Cases in Korea. This analysis shows that not all disaster events became a big issue through the media and formal agendas in the National Assembly. Also policy alternatives as a result of policy change weren’t made for a long-term perspective on the prevention of disasters. In addition to instrumental policy learning occurred, it wasn’t a result of feedback. Therefore disaster management policy need to be made in order to prevent various disasters from various problem, and through the means of learning and social learning made at the same time, policy should have a specific and long-term perspective.
