ABSTRACT

Korea has experienced extreme flooding due to frequent local rainfall in the last few years, and at other times, faced severe droughts, as with the six to seven years cycle drought intensity is on the rise. These indications of climate change, as well as social and technological factors, have caused frequent excessive intake of river water, which has dwindled upstream water resources. As a result, downstream rivers have been continuously drying up. Therefore, the previous administration concentrated on the implementation of The Four Rivers Restoration Project to fundamentally tackle water problems such as floods and droughts caused by climate change and to maximize the use of river basins through their proper refurbishment. However, It has realized that the paradigm of river management should be changed from river focused management to stream focused management. Accordingly, a basic model was selected to secure the river water volume, which was calculated considering the features of the river basin. Then the runoff rate including flood and drought years was calculated by applying and configuring the SSARR(Streamflow Synthesis And Reservoir Regulation) model at Geumho river basin. Furthermore, the applicability of the selected basic model was reviewed by calibration and verification, and the simulation of stream watershed runoff rate included both flood and drought years during decade.
