ABSTRACT

This study originated from the question, “Why city government uses the cultural factors as a means of abstract and ambiguous city's growth strategy.” Objectives of this study prove the situational awareness regarding cultural crisis, and suggest cultural crisis overcoming alternatives. The city's cultural crisis is the threatening phenomenon affecting civil life by the misconceptions, incorrect use of culture. City governments promote the cultural projects obsessed tangible results, and seek only the growth scale cultural facilities. The results of this study are. First, cultural values must be pursued balanced succession, sharing and spreading by the citizens. Second, cultural policies have to be promoted reflecting long-term perspective. Third, the city's symbols should be reflected the historical and temporal stories of the city and citizen's life. Finally, cultural facilities must be harmonized with urban spatial structure.
