ABSTRACT

The purpose of this study is to provide useful resources for future policy development by analyzing the main factors which affect the process of sending troops overseas disaster relief support directly or indirectly. For this, the Policy-making process of United Nations Mission in South Sudan is divided into four stages, the starter of the policy stage, collaborative policy-making stage, policy-decision conflict stage and policy-making and implementing stage, and analyzed by using Campbell’s Framework. As a result of the study, it is identified that the request from United Nations, the decision of government, internal and external public opinions, and the consent of National Assembly are the main factors of the process of sending troops overseas disaster relief support. In particular, the major factors before the consent of National Assembly are the request from United Nations and neighboring countries, investigation results by the research group and cooperation between the relevant departments. In this process, the efforts are required to resolve the conflicts between the departments. After introducing National Assembly motion, the full explanation and publicity activities are required. When the motion is passed, preparation of detailed dispatch plans and supervision are necessary. In the future, the request for troops to overseas disaster relief support is expected to be more frequent. Therefore, not only co-lasting relationship between relevant departments but also the strategic and technical study and evaluation should be continued to increase the military power and to realize the common goals, World Peace and overcoming disaster.
