ABSTRACT

Slope disasters are increasing rapidly due to climate changes by global warming. On expressways and general national roads where are heavy traffic, the damage caused by slope disasters is relatively even greater. In the Ministry of Land, Infrastructure and Transport, the crisis management system for each type of accident was established in accordance with "Basic Act on Disaster and Safety Management" and also the crisis management system for storm and flood damage to roads was structured depending on "Countermeasures against Natural Disasters Act". The crisis management system associated with slope disasters on general national roads is provided by 'Storm and Flood Damage Disaster Management Practical Manual'. However, applying this manual to thawing or dry season is very difficult because it limits the cause of the disaster to a typhoon(heavy rain). This study aims to present a crisis management system which is applicable to slope disasters occur frequently. So, various types of crisis management system and the collapse status of general national roads are compared and analyzed. In order to establish a crisis management system, a type of crisis and alert levels are created. Then, contents and procedures of hourly initial management are set and also the institutional mission is presented.
