ABSTRACT

The paper analyzes security budget in Korea with reclassification of all corresponding programs of the governments. It provides the definitions, categories, and the size of security budgets, and classifies the broad category and the narrow category of security budget in Korea. The classification is based on the nature of the disasters and security and characteristics of the program. The re-recognition of security budget for all corresponding programs may provide fodder for effective fiscal management and integrative national disaster management systems. The importance of preventive programs such as R&D, education and training is relatively well established directions for future budget allocations. The cautions on rapid irrelevant budget increases in preventive programs may require reinforcement of program evaluations and feedback system. In the stage of damage restoration, flexible fiscal operation is the main issue. Given the importance of the role of local governments where disaster areas are located, systematic improvement may be needed to reinforce the autonomy and responsibility of local governments.
