ABSTRACT

This study searched the possibility of social safety net building through analyzing department, region, scale, main business and content of social cooperative, for finding out stable continually, for being rooted social safety net as a socioeconomic policy to protect individual and group, for being located as a priming water of activating local economy and a base of making job. social safety net building in non-profitable social cooperative. According to analyse, its result is that it appears the demand for social cooperative society at large and the evaluation which the establishment of social cooperative can help building society safety net seems to be positive, viewed from the fact that employment, education, health, and social welfare ranks high. Social cooperative is a socioeconomic organization which performs the goal of promoting the welfare of the people. Considering the fact that the most important way for promoting the welfare is employment, the linkage social cooperative with social safety net will be oriented toward job creation and stable employment for socially marginalized class. In addition to, facing the present state of currently established social cooperative, its demand and feasibility is affirmative at one hand, but its finance, human power, organization, and making profit is still weak and small at the other hand. Community have to study appropriate solution to the problem
