ABSTRACT

Significant fear and anxiety for MERS have increased in Korea, even though government and most medical experts have reportedly estimated that risk of the MERS is not so high. The SARF is really useful to explain this sort of phenomenon as it attempts to explain how social amplification of risk takes place and what factors determine it by integrating several perspectives regarding risk. This study designs a modified SARF to explain a social amplification mechanism. The research results show that the risk in terms of the MERS has been amplified through complex factors. In particular, the facts that government has rarely paid attention to risk perception of the public have led to failure of effective risk communication. These findings derive key lessons for government that it needs to formulate and implement knowledgable policies and institutions, to try to communicate with the public based on much higher openness and transparency, and then to secure trust in government by the public.
