ABSTRACT

This study explores possible criteria to better evaluate the capability of disaster management within local governments in Korea and ultimately improve the capacity to respond effectively to disasters. The assessment criteria were developed by surveying various officials in charge of disaster management in the Jeju Special Self-Governing Province. This study suggests the followings. First, it is necessary to install an exclusive organization for developing comprehensive evaluation criteria and the decision of assessment methods that reflect characteristics of each local government. Second, the safety management committee should have more power and improve its professionalism in assessing the disaster management capacity. Third, it is necessary to financially support disaster management committees and provide further manpower or equipment from central to local governments. Fourth, there should be professional officials who are experts in dealing with disasters and professional training programs to improve their specialty.
