ABSTRACT

This study consists of three parts, with particular reference to normative and theoretical observations rather than empirical findings. Because small and medium enterprises (SMEs) are the backbone of South Korea’s economy, it is necessary to analyze Korean SMEs policies. First, the study finds the internal limits in crisis managements, which can be conceptualized as policy confusion. Second, further attention needs to be paid to the institutionalization of the crisis management mechanism of Korean SMEs. Third, this study analyzes the policy changes SMEs have experienced in their industrial system, financial system, export system, and market segments and so on. Based on the analysis, this research draws distinctive points by criticizing the management process of Korean SMEs and provides some suggestions for future Korean SMEs policies.
