ABSTRACT

The purpose of this paper is to explore the policy feedback from residents and civil servants in disaster areas. To understand the difference of perception and satisfaction between residents and civil servants, the survey and interviews were conducted about disaster relief logistics and disaster relief inventories. We found that civil servants who were in charge of disaster tasks worked less than 5 years and felt that the lack of relief supplies were more likely to have different perception about the relief system from their residents. The survey also highlighted the impact of the inter-organizational relationships and the combined abilities of the civil servants on the performance of logistics centers. It shows that the level of commitment to disaster relief, communication, and trust has a positive effect on the overall performance in the logistics centers. Furthermore, an integrated management system of disaster relief logistics will provide a better environments for civil servants and residents in preventing and handling disasters.
