ABSTRACT

This study aims to suggest qualitative change in local government's policy for living environment crisis using the case of environmental policy for fine particulate matter in Korea. It also proposes how to implement such change based on a comparison analysis with the data from six metropolitan governments in Korea including Seoul. The results of this study were as follows. First, the legal and institutional policy should focus more on prevention and preparation than forecasting or warning. Second, professionalization and systematization are required for designing the relevant policy organizations. Third, inter-regional cooperation network would be needed for more effective managements of living environment crisis, despite the difficulty to reach out the fundamental solution for the issues of fine particulate matter during a short period of time.
