ABSTRACT

The purpose of this article is to provide suggestions to reform safe-community governance from the perspective of disaster resilience to make the community safer than before. Safety governance can be defined as a system in which various actors in a cooperative network decide, implement, and evaluate policies to make a safer society. This paper suggests some policy ideas as follows; First, safety governance should be established and operated in terms of resilience. Second, safety governance should be based on legal basis. Third, the mass media organizations must participate in safety governance. Fourth, governance should be based on information system and sharing. Fifth, institutionalized education and training programs should be needed for building up safe-community. Sixth, the role of meta-governance in safety governance should be strengthened. Seventh, voluntary citizen participation is an essential part of safety governance.
