AB - In the fire administration, immediate enforcement could impede individual interests or property of the citizen that could interfere with fire-fighting operations during the emergent situation causing immediate risks to other people’s lives and property. However, due to the emphasis of private property protection, the fire administration officials tend to enforce immediate compulsion passively out of fear that they might be responsible for compensation and be involved in litigation. To ensure and promote the effectiveness of enforcing immediate compulsion, institutional supplementation is required. In addition, fire officers should be empowered to directly take precautions against danger on behalf of the police when they notice any obstruction to firefighting activities. Other suggestions include enrolling fire officers in compensation insurance, creating an investigation system for liability of fire officers who are involved in litigation from their firefighting activities, and sharing compensation burden with the national or local government.
