AB - This study attempts to examine the effect of the capacity of civil servants on the characteristics and effectiveness of education and training programs on disaster management. To increase the effectiveness of education and training programs, it is necessary to primarily develop strategies to improve their interpersonal abilities in terms of characteristics such as diversity, cooperation, and sustainability.
By examining the mediating effects of the capacity of disaster management officials on the relationship between the characteristics of education and training programs and their effectiveness, this study identified which characteristics of education and training programs should be enhanced to improve the capacity of disaster management officials and improve the effectiveness of education and training programs.
