ABSTRACT

The purpose of this study is to present the problems and a development plan in the legal, administrative and financial aspects of volunteer fire department in Korea. The results of the study are as follows. First, the purpose and duty of the volunteer fire department should be revised from 'Assistance in Fire Service' to 'Support and Cooperation in Fire Service' in the「Law on the Establishment and Operation of the Volunteer Fire Department」, which could make its role voluntary and initiative instead of being passive and heteronomous. Secondly, the volunteer fire department should be positioned as a 'community safety guard' to support fire-fighting activities as a local disaster prevention leader rather than just a volunteer. Third, it is necessary to promote their continuous participation not only by enhancing their psychological satisfaction but also by providing financial rewards such as salary and retirement allowances for those who work for several days a month.
