The purpose of this study is to present a practical plan focusing on the private, nationally recognized qualification test and utilization of the volunteer manager qualification system based on the National Competency Standards (NCS).
Volunteer managers are professionals who support, coordinate, manage, and promote volunteer activities in places where volunteers work, such as volunteer centers, NGOs, NPOs, social welfare organizations, public institutions, schools, companies, and hospitals, and support overall volunteer activities, including volunteer program development and job design, volunteer recruitment, selection and placement, management, education and training, supervision and post-performance management, motivation and recognition rewards. Because performing the professional role of solving social problems through volunteer activities requires considerable professional knowledge and qualifications, qualifications should be granted to people with a certain degree of education and experience.
The studies on the volunteer qualification system to strengthen the expertise of volunteer managers and establish the status of volunteer managers has been conducted centering on the Ministry of Public Administration and Security. However, these studies mainly focused on qualification for personnel at volunteer centers and did not reflect the professional characteristics of volunteer management in various volunteer areas. In addition, it had the limitation of diluting the original purpose of qualification for volunteer managers as professionals by focusing only on the professional skills of volunteer managers and linking them excessively with the employment market.
Therefore, through this study, it aims to bring about efficiency in the selection and management of volunteer managers in private sector volunteer sites. And it aims to expand the value and qualitative maturity of democratic volunteerism, guarantee the human rights and safety of volunteers, and create a virtuous volunteer ecosystem.
