ABSTRACT

This article aims to study the mechanism of social exclusion/inclusion in knowledge-based economy. Relativity, multi-dimensionality, process and vicious circle characterize social exclusion and its meaning refers to reduced chances of participation in mainstream of society. Knowledge-based economy is high risk economy whose productivity relies upon human capital and social capital critically. Those who don’t ‘own’ human capital and social capital are excluded from production process systematically and functionally. Result of social exclusion is differentiated as Esping-Andersen’s three types of welfare regimes through institutions that mediate between macroscopic tendency of knowledge-based economy and microscopic activity of actor. Relation between underclass and upperclass in knowledge-based economy is not zero-sum game and human capital and social capital imply creativity and active trust respectively, therefore social inclusion is also possible objectively. After all, Inclusive politics of Third Way as one nation politics is possible too.
