ABSTRACT

The field(champ) of the movement for democratization is composed of the public or private networks having different positions and ideas. This article observes recent transformations of the field, through the analysis on the construction of the National Endowment for Democracy and on the actors who are inter-connected via this organization. The anti-communist containment policy directed by a small group of "Foreign Policy Establishment " was conducted not only in the economic and political field but also on the ideological ground. And it mobilized many scholars and ideologues to construct the international standard of democracy. This elitist model was modified after the transformation of social context in 1960s. The new movement for democratization having recourse not only to the neo-conservatives but also to the critics against American government's foreign policy allows to the diplomatic actors to lead more flexibly the diplomacy of democracy. This article aims at illuminating contradictory structures and characters of the field of the movement for democratization through the analysis of the NED, a political organization giving assistance to the international movements for the democracy and an academic foundation encouraging research of the academics who are internationally recognized.
