The Democratic Consolidation was processed, but the party is still the object of the reform in South Korea. This is imply that the party have been controling the environment efficiently or adapted well to the environment on the one side, none the less, the party faces a crisis to the continuance on the other side.
In the democratization course, the requirement of new politics participation causes the crisis. About this, the party reacted to the formation of the closed party system. It was the reason to cause the participation of civil movement and empowerment of social movement, after June Struggle in 1987. In this point, the challenge of civil movement and social movement is one of the important reason of the crisis and is the result which cause the crisis of party and party system. The crisis after democratization can be solved to the participation of civil movement and empowerment of social movement. Namely, the crisis is solved through the open of the closed party system. But the development of the party is not remarkable compared with the development of the civil movement.
The party is essential in the democracy, so the delay of a party democratization leads to the delay of the democracy and acts at the development of the civil movement to the obstacle factor. Hence, the participation of civil movement must be added at the subject "How". Because, generally, about the pressure of the outside, the party reacts to the direction to offset or dissolve it.
To the conclusion, the policy-seeking participation of civil movement can expedite the development of party and civil movement.
