AB - The siting decision of a medium and low level radioactive waste disposal facility (RWDF) in Gyeongju means accomplishment of the policy target after repeated policy failures to the government. However, it means that the anti-nuclear movement camp comes to stand at the turing point since it has grown mainly through fighting against construction of RWDF. This paper explored conditions and features of anti-nuclear movements shown in the process of siting RWDF in 2005 and analyzed the reason why the anti-nuclear movement camp could not achieve its desired outcome. This paper attributes undesirable outcome of anti-nuclear movements to its narrowed position and anti-nuclear discourses because of changes in internal and external factors of anti-nuclear movements. Internal factors includes the structure of protests' organization, availability of resource, resisting tactics, frame of grievance as well as its inherent characteristics. External factors include changes in policy design, intended indifference of major press and intended acceptance of pro-nuclear voice of local media, accumulation of people's mental fatigue, sophistication of advertizing strategies of central government and Korea Hydro and Nuclear Corporation. The Anti-nuclear camp has to pay attention to and educate citizens in urban areas who, as major consumers of electricity, generally accept nuclear power as a necessary evil. Furthermore, it should be a watchdog for safe and democratic disposal of spent fuels, the most important social task remained and strive for alternative sustainable energy options.
