ABSTRACT

Changes of local community by civic movement only can be achieved through participation of local residents. Even if the old civic movement emphasized the on-site concept, it was not focus on local community movement due to its process that was not initiated by local residents. As it were, activities in the past, such as temporary campaign or resident mobilized program, couldn't give a positive motive to local residents to play a major role as initiators or participators of the community. Busan YWCA, a civic organization located in Busan, the second largest city in Korea, was selected for this study in consideration of some successful achievements. The local community movement by Busan YWCA transformed the village ChaWhang, ShanCheong County, into ecologically friendly area through sustainable efforts in many ways for 17 years like direct contracts of agricultural products between a city and the village. This will show that civic group can take a major role for creating social capital, and building trust with mutual communications also to be a core factor to keep up and improve a local resident participated community.
