ABSTRACT

The purpose of this study is to examine the effect of ICTs development on the citizen participation. There coexist optimism, skepticism and pessimism in this field of research which is called 'electronic democracy'. This article tries to verify these perspectives on the empirical level. It deals with three questions: 1) Do citizen have an equality of opportunity to use ICTs in the policy process? 2) Do ICTs increase citizen participation in the intermediate groups which is necessary to the democratic decision-making process? 3) Does the use of ICTs really increase direct participation of citizen in the policy process? This article analyses the time of using internet, citizen participation in the intermediate groups, direct participation of citizen in the policy process to answer these questions. According to the result of analysis, ICTs don't increase citizen participation in the policy process as much as electronic democrats have expected. However, it is far from pessimistic or skeptical views in that 1) digital divide is less serious than social inequality, 2) ICTs are more related to private interest-based activities than region or kinship-based ones , 3) ICTs increase on-line participation of citizen.
