ABSTRACT

There are many theories arguing that Korean democracy are at stake. My intent here is to show that Korean democracy is not on the crisis but under development. To firm my argument, I analyzed the citizenships of the Korean empirically at the levels of civil, political and social aspects in according to T. H. Marshall's citizenship theory. And it is confirmed that citizenships are not institutionalized in Korea, because of the inefficiency of parties, labor unions, and civil society organizations. So I propose a deliberative division of politics, just like community dialogue, participatory budgeting and deliberative polling.
