ABSTRACT

The collective services in civic communities can be studied analytically by differentiating provision and production. Provision is collective decision on whether to provide a service or not, how much and often to provide it and how much money to spend to provide it. Production, a more technical problem, is defined as service making and delivering. Depending upon who provides and produces, a private collectivity or a public body, a variety of provision-production types are available. The type of private provisionpublic production among them, in which provision is decided by civic communities and production is contracted to more professional public organizations, is the theme of this study. Such a type is significant in that civic self-governance and service specialty can be maintained together. One of the good examples is the entrusted election management by local election commissions in apartment communities. The more studies on this provision-production type of collective services are expected to be helpful to the civic-centered reengineering of governmental functions in the future.
