ABSTRACT

This research aims to analytically consider characteristics and problems of internet participations, and suggest measures for the institutional improvement in variety of ways that enhance the level of Internet participation and its condition. This research suggests some policy alternatives. First, it is necessary to strengthen the function of self-regulations for the improvement of Internet regulation system, and to draw a social agreement with cooperative governance space like co-regulation or co-management that are in between public regulations and self-regulations. Secondly, it is necessary to improve the Internet architecture to secure the deliberation and the integrity of internet discussions in general. Thirdly, it is necessary to build ‘convergent collective intelligence model’ systematically connecting netizen’s voluntary participation and expert’s reasonable counter-offer, for increasing the policy application of Internet collective intelligence. Fourthly, it is necessary to construct various platforms of policy participations based on web 2.0 for improving the standards for Internet policy participation. Finally, it is necessary to develop actively the means and the mechanism that institutionalize discussions and careful participation for maturity and development of Internet political participation.
