ABSTRACT

This thesis tries to find the essence of her political theory in the system of the federal council connecting radical democracy with an idea and principle of new polity. For this purpose, this thesis reveals followings :first, under the what condition, the idea of federal council possibly begins and be constructed, second, how the federal council as a new beginning of revolutionary process could be sustained and become everyday life. third,what’s the relation of Arendt’s idea of the federal council with principle of the universal suffrage and representation. Through this revelation, this thesis tries to define the meaning and limitation of the Arendt’s political thought on the relationship between ‘the social’ and ‘the political’ in the question of revolution and democracy.
