ABSTRACT

This paper aims to analyse how ‘civil society based think tanks in Korea’ were emerged and what are their current conditions and characteristics in 2011. NGOs in Korea played a role of “psudo-think tanks” and could gather the policy capacities of civil society. However, they faced the limits of policy capacities. They started to recollect policy capacities through building civil society based think tanks(CSTTs). From around 2006, CSTTs had started to be established and their numbers, size and status were increased. Examining the result of survey on 33 CSTTs, we found that their size of finance and manpower were still very small. The rate of researchers who have background from social movement organization are about 25%. It shows that many of civil society based think tanks in Korea rooted from social movements. However, CSTTs are composed of researchers who have colorful backgrounds, comparing to other established think tanks. We can find the organizational hybridity of them. They make much of producing research paper and e-mail newsletter, but they couldn’t develop the innovation of communication repertoires, yet. It is important that for CSTTs to make ‘network of networks’ and to build ‘the dual hybrid combination’ inside the organization and between organizations.
