ABSTRACT

The culture of public policy in Korean society seems to have changed into more participatory way since the political democratization after the early 1990s. However it is time to examine seriously whether the seemingly expansion of the participatory public policy making has promoted participatory democracy significantly in Korea. Baring that in mind, this paper aims to scrutinize activities of Public Engagement Committee of Spent Nuclear Fuel Management (PECOS) which was organized in 2014 by the government. Its mission was officially announced to promote public dialogue and participation related to the management of high-level nuclear waste such as spent nuclear fuel, and it had conducted various kinds of public participatory activities for almost 2 years. Based on the analysis of PECOS, this paper concludes that its activities can be characterized as ‘pseudo-governance’ rather than participatory governance.
