AB - This research, based upon multiple meanings of governance, primarily focuses on shedding light on the performance and limitation of existing literatures associated with components and criteria that comprise of the system capability of local governance. In addition, it also aims to explore the relevant way of analyzing such system capability in the reality of Korean local politics and local self-governing system, and establish the ideal type of development of governance on the basis of democratic norms. The establishment of local governance structure based upon strong city mayors and weak civilian and political-society-based governance actors from civil society, journalism, and enterprises features Korean local politics and thus such trend seems to be more prevalent especially in localities relied upon regionalism. This kind of natures of Korean local politics mostly derives from the absence of role and function of parties as a main actor of political societies.
