ABSTRACT

The purpose of this study is to suggest ways to improve the system based on the present status of fundraising regulation system, and the utilization status in non – profit organization. The research contents and analysis data are as follows. First, as for the second data of 38 and 23 projects administrative registration and metropolitan city registration 229 and 145 projects as of 2015 and June 2016, the target value for registration, reason for registration, Respectively. Second, for 86 cases collected through online surveys of 243 nonprofit organizations including the above registrants, difficulties in recruitment registration and system utilization, nature of the system and contribution of the system to achieve the policy goal, And to analyze the opinions on the operational problems and institutional improvement. As a result of the analysis, problems such as the ambiguity of the scope of the registration project, the administrative inefficiency of the system operation and the redundant regulation on the nonprofit organization, the formal management of the government, the nonprofit organization and the low public recognition were found. Based on the results of the analysis, it is suggested that the proposed system does not contribute much to the achievement of the fundraising regulation system. First, in conjunction with the disclosure system of the public corporation, which is a system similar to the system for collecting donation money, and the system of public disclosure of statutory and designated donations, the object of the application is rationally reorganized. Second, governments and municipalities should strengthen the practical monitoring and follow-up measures, together with the disclosure of information on enrollment registration and use completion report registration. Third, the government 's criteria for public interest projects and the self - regulation system of nonprofit organizations are also needed. Despite the limitations of the research scope and data collection, this research has significance as an empirical study of data base on fundraising regulation system.
