ABSTRACT

This study amis to suggest a cooperative government-civil society partnership in the financial relations based on the principle of mutual trust and independence. This study suggests a partnership alternative that can be provided either by adopting a regulation clause in the newly formulating law(civil society promotion for public benefits) or by including a regulation clause in the existing law(governmental supporting for nonprofit organizations). The legal clause (to ban the discrimination of government institutions in financial supporting for nonprofit organizations and to promote equality in the supporting) is expected to eliminate the so called black list or white list politics during the previous governments (Lee Myong-park and Park Geun-hye). With the clause in the law, the financial relationship between government and civil society is expected to be shifted from the supporting to the cooperative paradigm. list, white list, quasi-governmental organization(Quango)
