ABSTRACT

The purpose of this paper is to explore the institutional foundation of grassroots democracy, focusing on social economy which suggests an alternative to representative democracy which have faced with a crisis of legitimacy and social crisis caused by neo-liberalism and bi-polarization. This paper suggests construction of social economy as an institutional organ which embraces everyday practices of democratic process including self-reproduction, local and national economic and political agenda. In Korean experience, the candle demonstration has raised the question of grassroots democracy pointing out limits of representative democracy and economic unequality caused by worldwide neo-liberalism. In Korean context, while government has driven social economy as a way of solving unemployment and bi-polarization. As an result, we now see growing entities of social economy institutions. For social economy participants see it as chances to solving established system. This paper explores the context and issues of grassroots democracy and social economy in the way of combining two. It suggests that Cooperatives can be the model of combining grassroots democracy and economic equality in local base. It also points out that building public property as a foundation of social economy.
