ABSTRACT

Although the intended role of residents' association was review, consultation, and operation related to community center to enhance cultural, welfare, and autonomic function of eup, myeon, and dong, the major role of this organization at this time when more then 20 years after the establishment has passed, is to manage programs for recreation and culture rather than performing functions such as formation of local community, autonomy activity, and residents' welfare enhancement. The citizen autonomy has been developed to form a residents' community through their participation, however it is far from genuine citizen autonomy. Although the Ministry of the Interior and Safety, for activation of grassroots autonomy and raising awareness of democratic participation, implemented 47 pilot residents' association based on the provision of residents' association in the Special Act On Decentralization And Local Administration System Reorganization (revision of 2010 Special Act on the Restructuring of Local Administrative Systems) in 2013, there were no turning points and the residents' association has been reorganized in 2018 by addition of member selection through lottery system, development of autonomy plan, holding general meeting of residents, and involving budget. This study, accordingly, examined the history of citizen autonomy up to now and summarized them by periods using big data analysis, based on which, the development plan and the direction for activation of citizen autonomy were discussed. In addition, The case studies on domestic and foreign citizen autonomy and residents' association were provided to help development of citizen autonomy.
