The management of high-level nuclear waste can be described as a “wicked problem” in that it has caused severe social conflicts for long time. Germany has also experienced harsh confrontations and clashes between government and civil society organizations surrounding the high-level nuclear waste management. In an effort to overcome the stalemate in nuclear waste governance, German government announced a new nuclear waste governance based on public participation after Fukushima nuclear reactors’ accident in 2011 and has gone into action to realize it. The newly introduced participatory governance of nuclear waste in Germany has many differences from the past authoritarian and top-down style nuclear waste management even though not free from the criticism among some environment organizations. However the new participatory governance of nuclear waste is not well known and researched in Korean society regardless of its important implications to Korea. This paper aims to examine the new participatory governance of nuclear waste and debates around it in Germany, and discuss some implications and lessons to Korean society that has experienced significant social disputes regarding high-level nuclear waste management.

This study examines ideological orientation and partisanship of voters in Honam, a well-known area due to its strong regional voting. More specifically, this study analyzes candidate nominations of main political parties and the process and the outcomes of the 21st legislative election and attempts to explain what makes the landslide electoral winning of the Democratic Party (DP) in Honam in comparison with the last one. Analyzing post-election survey datasets collected by the Korean Political Science Association, it shows that ideologically left-leaning orientations and party preferences for the DP became strengthened, and that ideological orientations of the public and the perceived ideological distances from the DP and the United Future Party became more important and influential. Honam was not an exception. Finally, it suggests that electoral reforms to improve the proportionality of votes and political efforts to reduce ideological distances from voters for opposition parties by changing party platforms are necessary to establish competitive party systems in Honam.

The purpose of this study is to investigate whether the social capital of family, the social capital of peer, and the social capital of community affect adolescents' the acts of discrimination The subjects of this study are 370 second graders of middle school who responded to the fifth survey of the first panel of the Children's Panel Survey in the Community Children's Center. The independent variables are the social capital of family, the social capital of peer, and the social capital of community. The dependent variables are acts of discrimination. The control variables are gender, family economy level, and experiences of being discriminated. The analysis methods are exploratory factor analysis, reliability analysis, frequency analysis, descriptive statistics, correlation analysis, and multiple regression analysis using SPSS PASW Statistics 18. The results of this study are as follows: First, the social capital of family and the social capital of peer do not affect discrimination acts. Second, as the social capital of community increases, the act of discrimination decreases, and the social capital of norms and trust is identified as a factor that can contribute to the reduction of adolescents' act of discrimination. Adolescents should be encouraged to participate in community-centered participation programs that increase community social capital of norms and trust in order to decrease the act of discrimination.
