Domestic environmental release of genetically modified crops: Focusing on the government-NGOs joint environmental assessment

ABSTRACT

As the cultivation of genetically modified (GM) crops that are resistant to herbicides or insects increases abroad, controversy over the environmental risks of these crops continues. Korea does not cultivate GM crops for commercial purposes, but imports more than 10 million tons each year. GM crops imported in this way were released into the environment in the form of down grains during transportation, but in 2017, GM rapeseed, which was not in this form, was released nationwide. Since this incident, countermeasures and discussions on the environmental release of GM crops have being actively conducted in Korea. In this study, through focus group interviews, the perception of risks of genetically modified organisms (GMO), the evaluation of the government's safety management system, and the significance and limitations of the government-NGOs partnership investigation team formed after the GM rapeseed accident were analyzed. Until now, research on GMO-related awareness in Korea has mainly focused on the level of knowledge about GMO, GM food labeling, and the risks to humans. In this study, we analyzed the perceptions of various actors about specific incidents that occurred in Korea and their response methods, not the perceptions of GMO in an abstract situation.
