ABSTRACT

This article examines the content of a just transition being discussed in the era of the climate crisis and how the Moon Jae-in government and businesses are using the response to the climate crisis. Through this analysis, the ideological competition surrounding a just transition in South Korea in 2022 will be analyzed in detail. The discussion on the transition to a low-carbon society is a real issue centered on coal-fired power plants. With this in mind, we identify the core of the Moon administration's fair transition, and then explain the characteristics and limitations of a just transition claimed by the trade unions and the reform-oriented media who criticized the Moon administration's policies. Through this, the various contents of the just transformation presented by each subject are analyzed politically. Lastly, what is necessary for the realization of a just transformation is proposed from the level of social movement theory.
