AB - In this study, the possibility and limitations of citizens to establish themselves as the subjects of deliberative democracy were explored through the analysis of the interaction process and context of the roles and powers performed by the main actors of the deliberative forum. As a result of the analysis, it was found that the Korean-style deliberative democracy led by the administration could move toward a ‘citizen-led' rather than staying as a means of civic mobilization. Nevertheless, it turned out that there were not a few challenges that had to be overcome in order for unorganized citizens to exercise “political activeness" as subjects of deliberative democracy. First, the key prerequisites for citizens to reach reflective and thoughtful judgments were the design of a more sophisticated and balanced public sphere and securing sufficient discussion time. Second, there is a need to expand deliberative democracy from one-off experiments to continuous events by providing a device for citizens outside the forum to communicate both ways with the forum site and launching follow-up programs involving citizens after drawing conclusions. Next, it was proposed to enact the Citizens Public Sphere Ordinance as the legal basis for securing civil control from the stage of agenda selection, and to link the deliberative democracy system and the direct democracy system to supplement the internal limitations of the deliberative forum.
